Hello, my name is __________, and I am a constituent of Representative ___________'s in _______________, California. I am calling to urge her/him to oppose the Republicans' radical "Heartbeat Protection Act." It would block access to safe abortions at a point so early that most women don't even know they're pregnant. It's a vicious attack on women's reproductive rights, and there's no chance it's constitutional. Thank you!

Republicans have scheduled a hearing for Wednesday, November 1 on their latest radical attacks on reproductive rights, a bill that would block access to abortions starting in the sixth week of pregnancy. The Heartbeat Protection Act makes it a federal crime for a physician to knowingly perform an abortion without determining "whether the fetus has a detectable heartbeat," "without informing the mother of the results" of that test, or "after determining that a fetus has a detectable heartbeat." The sole exception to the ban is for an abortion which is medically necessary to save the life of the woman—ignoring a woman’s psychological state, even in instances of rape or incest.

The Casey v. Planned Parenthood decision of 1992 prohibited the government from placing an "undue burden" on a woman's right to choose an abortion. The "Heartbeat bill," by setting its arbitrary deadline for legal abortion at a point in pregnancy when most women haven't even figured out they're pregnant, is the definition of "undue burden."
