Hello, my name is __________, and I am a constituent of Senator/Representative ___________'s in _______________, California. I am calling to let the senator/congressperson know that if Republicans are unable to reach an accommodation today that includes both a clean DREAM Act and a reauthorization of the CHIP program, I will consider them responsible for shutting down the government tonight. Republicans have played enough games with these vital issues! Republicans are proving once again that they are incapable of governing effectively, and the American people see that very clearly. Our government cannot be managed a few weeks at a time. This time, a government shutdown is preferable to even a short-term deal that doesn't resolve both CHIP and the Dreamers' future. Thank you!

The House passed a short-term continuing resolution (CR) yesterday that would keep the government open for four weeks, until February 16, and would reauthorize the Children's Health Insurance Program for 10 years. However, the bill does nothing to resolve the status of the young-immigrant Dreamers, who are losing their protections by the hundreds each day. Only six Democrats voted for it -- and Republicans currently say they plan to leave town for the next week, no matter how the Senate votes.

Meanwhile, the vast majority of Senate Democrats say they won't vote for a CR that doesn't include the DREAM Act. Those Democrats have the power to stop any deal, because Republicans must get 60 votes to break a filibuster. As of this morning, both parties are preparing for a shutdown -- and preparing public-relations campaigns to convince the public that the other side is responsible for the pain a shutdown would cause for the most vulnerable people in our society. (Not to mention those Americans who want to spend this weekend at a National Park.)

The human consequences of a shutdown seem invisible to our elected officials -- but then, the human consequences of Republicans' callousness over the Dreamers and CHIP already have been dramatic. The uncertainty felt by the parents of 9 million children who have stood on the precipice of losing their health coverage since October; the day-to-day anguish of nearly a million Dreamers who don't know whether they'll be allowed to continue living their lives, or whether they'll be rounded up and deported to countries to which they have no connection. These are crises for our nation's soul -- but for Republicans, they're bargaining chips. Make no mistake, Republicans are responsible for those two crises -- just as they will be responsible for a shutdown, should they fail to work out a deal that ends both of them.
