BACKGROUND
Congressional Republicans have relaunched their attacks on women's reproductive rights this month. The "Pain-Capable Unborn Child Protection Act," passed by the House along party lines in October, is due for a Senate vote (as S. 1922) during the next couple of weeks.

This bill would ban all abortions after the 20th week of pregnancy, making it a crime for a physician to perform such a procedure. Anti-choice activists claim that 20 weeks is the time at which a fetus begins to feel pain, but this position is based on an incorrect and misleading reading of the available evidence on fetal development. If passed, this bill will result in reduced access to safe abortion services for millions of women.
